Consultation on Exploration on
Setting up a Voluntary Enrolment Scheme for Specialization in Social Work
for Registered Social Workers

Dear RSWs,

The Working Group on Professional Development (the Working Group) is a set-up under the Social Workers Registration Board (the Board).  One of the major tasks of the Working Group is to promote the Voluntary Continuing Professional Development Scheme for Register Social Workers (“the VCPD Scheme”) which was implemented in 2011.

With a view to encouraging registered social workers (RSWs) to participate in the VCPD Scheme, the Working Group initially proposed to implement a Voluntary Enrolment Scheme for Specialization in Social Work for Registered Social Workers (Voluntary Specialization Scheme) after detailed discussion. Under the Voluntary Specialization Scheme, RSWs may claim the status of “experienced and specialized social worker” in a specific field after they have fulfilled the eligibility criteria under this scheme.

As the proposed scheme is an initial proposal, the Working Group would like to invite all personnel in the social work sector to express their opinions on the proposed scheme as set out in the attached consultation document.  For this purpose, the consultation exercise will be divided into two stages as set out below:

Stage 1

Written opinions to the Board Office are welcomed by the means set out in the consultation document on or before 15 August 2015.  (The Working Group will consider all the views gathered in this stage and revise the proposed scheme as necessary.  The revised version will be announced through email and the Board’s website for the second stage consultation.)

Stage 2

Written opinions are also welcomed.  A consultation session will also be held for all personnel in the social work sector to express their views to the Working Group members directly.  Details are set out below:
