Application for Registration [ Fee ]
Procedures :

Applicants may download the application form from this website or collect the same in person from the board office Office.

Complete the application form and attach the supporting documents mentioned under (5). Applications may be delivered to the board office by mail or in person.

Use the declaration form attached to the application form for making the declaration on (non)conviction of offence as provided by Section 37(5) of the Social Workers Registration Ordinance before a practising solicitor or a Justice of the Peace, or at any one of the District Offices of the Home Affairs Department. The statutory declaration will be valid for 3 months. If an applicant has been convicted in Hong Kong or elsewhere, he/she should provide details of the offence(s), conviction(s) and the penalty. He/She should also state whether the offence(s) is punishable with imprisonment whether or not he/she has been sentenced to imprisonment. In this connection, copies of the charge sheets and the Court's judgment should be provided. You will be required to make your statutory declaration on (non) conviction before a notary public if such declaration is made anywhere outside Hong Kong.

A cheque for $500 for the prescribed application fee should be made payable to 「Social Workers Registration Board」. The applicant's name should be printed at the back of the cheque in clear and legible manners. Post-dated cheque will not be accepted.

Submit a copy of documentary proof of qualification for registration as set out below:
a) Holders of a recognized social work qualification for registration
Applicants of this category should submit a copy of the certificate of the recognized social work qualification.
b) Fresh graduates who have not yet been awarded the certificate of their social work qualification
(i) After the Board have received the graduate lists from the various tertiary institutes, applicants may submit the testimonial or the certification letter issued by their respective institutes as temporary documentary proof of social work qualification. The content of those documents should in any way clearly indicate the applicant's satisfactory completion of the programme and being recommended for the award of the qualification concerned. The applicant should submit to the Board a copy of the certificate in respect of the diploma/degree in social work after it is formally awarded.
(ii) Before the Board receive the graduate lists from the tertiary institutes, if an applicant has been accepted for a social work post, he/she should submit a copy of employment contract duly signed by the employing agency and him/her. If the applicant is not able to provide the said contract, he/she should at least provide a letter issued by the employing agency, in which the agency indicates its tentative offer of a social work post to the applicant subject to his/her successful registration with the Board. At the same time, the applicant should also submit a copy of documentary proof of his/her social work qualification as mentioned under (i).
c) Applicants who do not hold a recognized social work qualification
An applicant should submit a copy of employment contract between the employing agency and him/her and a certification issued by his/her employer. In the certification, it should be clearly stipulated that the applicant is occupying a social work post. Details such as the job duties of the post, and the requirements for the post, e.g. social work qualification, status as a registered social worker, etc., are also necessery

In normal circumstances, the procedures for an application for registration will take about 2 weeks to complete. Subject to the approval of the Board, the board office will send an approval letter to the applicant notifying him/her to collect the certificate of registration at the board office Office.

Renewal of Registration

Procedures :

RSWs should apply for renewal of registration not earlier than 3 months and not later than 28 days prior to the expiry of the current registration each year.

Ten weeks before the expiry of the current registration, a notification for renewal and related forms will be sent to the RSWs concerned to invite their applications for renewal. The board office may re-issue the notification on written request in the case where it has been lost in mail. Renewal application forms may also be downloaded from this website.

After receiving the notification, RSWs should complete and sign the Renewal Application Form, notify the Board of any records on charges and conviction (if applicable), submit outstanding documents (if required) and make the payment for the renewal fee of $400 by either of the following means: a) a crossed cheque payable to 「Social Workers Registration Board」 (The RSW』s name and registration number should be clearly printed at the back of the cheque and post-dated cheque will not be accepted.); or b) via PPS (on the phone, through the internet, or the e-banking services provided by selected banks).

To pay via PPS, RSWs should first obtain an account number and a password from a PPS terminal. When making the first payment, the merchant code of the Board 「9329」 and a 5-digit bill account number, i.e. their registration number should be entered. RSWs may also make an 「 instant payment」 via PPS on the Board』s on-line application form for renewal without logging in the webpage of PPS.

The Application for renewal made in the Board』s specified form and a valid payment of $400 should reach the Board 28 days before expiry of registration.

In normal circumstances, the procedures for an application for renewal of registration will take about 2 weeks to complete. Subject to the approval of the Board, the board office will send a new registration card to RSWs by ordinary mail.

In the cases where applicants have been disciplined by the Board for committing disciplinary offences and issued disciplinary orders pursuant to the Social Workers Registration Ordinance (Cap. 505) as a result, they should also note the following:
a) Pursuant to section 16(1)(a)(iii) and (b)(iii) of the Ordinance, the Board directs that the Register may contain the following additional details:

Any disciplinary order previously made under section 30(1)(b). i.e. 「order the Registrar to remove the name of the social worker from the Register for such period (not being more than five years) as the Board thinks fit」, notwithstanding the expiry of the name removal period covered by the disciplinary order; and
-
Any disciplinary order previously made under Section 30(1)(c), i.e. 「written reprimand the social worker in writing and order the Registrar to record the reprimand on the Register」, within the duration specified by the Board, if any.
b) The Board may, if it considers it appropriate and in the public interest, order the removal of the record of any disciplinary order from the Register on its own motion or upon the application of the social worker concerned.
